Councillors Andrew Walters and Jonathan Moore, both spoke in favour of the motion. Councillors Tony Davies, Adrian Brocklehurst, Arnold Saunders, Michele Barnes and the City Mayor all spoke against the motion. Councillor Walters moved a change to his motion which was seconded by Councillor Moore. The Monitoring Officer advised that the change would need to be made pursuant to Rule 18.8 of the Council Procedure Rules.
