There voted in favour: Councillors Ainsley, Begy, G Brown, Coleman, Fox, Harvey, Hemsley, Lowe, Payne, Razzell, Stephenson, Walters and Wilby. There voted against: Councillors Baines, Blanksby, Bool, A Brown, Browne, Burrows, Cross, Dale, Jones, MacCartney, Oxley, Powell, Waller and Webb.
