Against the amendment: Councillors Anderson, Atwal, Barker, Care, Carr, Cooper, Hassall, A Holmes, M Holmes, Hudson, Lind, McCristal, Naitta, Pattison, Pearce, A Pegg, Potter, Poulter, Roulstone, Skelton, Smale, Testro, Webb, Williams, Willoughby, and Wood (26).
